The Security Layer — universal visibility, assigned action

A structural property of the platform, not a watch on any person: every Approve, Send-Back, gate-clear, and data-correction is signed by its assigned role and written immutably. Visibility is universal — any authorized eye can read this page. Action is exclusive — only the hand assigned to a lane can move its items. The record exists to defend the honest as much as to reveal the careless, for every role that exists today or is ever created.

The three laws of this layer: (1) See: visibility is universal — the record is open to every authorized role, and everyone knows it exists, so nothing here can ever be called a secret file. (2) Act: action is assigned — each lane has exactly one accountable hand, and no other hand can move its items. (3) Stand: every action is signed and immutable — a record that defends you when you are wrongly blamed is the same record that reveals error. That symmetry, applied identically to every role forever, is what makes it just.
